In the Computer Management bank, open the Services and Applications side branch in the left pane and navigate to Services. In the Services panel, select Monitor and double-click Terminal Services. In this Terminal Services Properties dialog box, click the Stop button, then change the Startup Type setting to Disabled or Manual either way.
